Lowest priced two-seaters with Rotax 912 4-cylinder 4-stroke engines are in the $40k range and lowest priced two-seaters with Rotax 582 2-cylinder 2-stroke engines are in the $20k range.

We have a used one with Rotax 912 100hp for $48,000 and one with Rotax 582 for $28,000.
The Federal Aviation Administration (FAA) is a US entity so its regulations only apply in the US. However, most other countries have adopted rules very similar to the FAA regulations so in many ways flying works the same or at least very similar in different countries. Much like driving a car is almost the same in most countries, with only minor differences.
